The Cabinet considers that due to the Thai economic situation in 2025, which is expected to expand below the historical average, lower than the countries in the region, and lower than Potential Growth, the key factors from purchasing power and consumer confidence remain fragile, debt burden, high level of households, uneven economic recovery amid risks from both internal and external factors, especially the Thai economy in Q4 2025 that may slow sharply.
Therefore, in order to guarantee the recovery of the economy, it is necessary to implement a project to increase domestic consumption demand. During this period, the Cabinet has approved a budget limit of no more than 44 billion baht, which will be used from the fiscal year 2026 expenditure budget, the central budget, the list of economic stimulus expenses and the strengthening of the economic system in the amount of no more than 25 billion baht, and from the fiscal year 2026 expenditure budget, the central budget.Emergency or necessary reserves of not more than 19 billion baht for the target group of not more than 20 million people. 1. Project duration

2. Target Audience
2.1 Individuals filing personal income tax returnsFor general income earners (PND 90) Individual income tax return for persons with income from employment under Section 40 (1) of the Single Revenue Code (PND 91) or personal income tax return for persons entitled to reduce the personal income tax rate (PND 95) of the tax year 2024 according to the database of the Revenue Department as of June 30, 2025, for a total of 11 million people.
2.2 The general public and groups not included in the tax system9 million people in total
Both target groups must meet the following requirements:
1) Being a Thai national
2) Be 16 years of age or older as of the date of enrollment.
3) Have an ID card
4) Not having the SWC according to the database of the Ministry of Finance as of October 1, 2025; and
5) Not being suspended or reimbursed by the Fiscal Policy Office in the 1st – 5th phase of the project.
In addition, on September 30, 2025, the Cabinet approved an increase in the limit for the State Welfare Card recipients in 2025, which will have 13.4 million eligible persons. The amount of 22,780 million baht allocated from the fiscal year 2025 budget, the central budget, the list of emergency or necessary reserves. In addition, the State Welfare Card recipients will receive an additional limit of 850 baht per person per month, from 300 baht per month for a total of 2 months to 1,700 baht, which can be spent from November to December 2025.
3. Spending
The government supports the co-payment of food, beverage, goods and services to a target population of not more than 20 million people at a rate of 50 percent, not more than 200 baht per person per day, but not more than the limit of rights set byCitizens filing Form PND 90, PND 91 or PND 95In the tax year 2024, the entitlement limit will not exceed 2,400 baht per person, the general public andNon-tax bracketwill receive an entitlement limit not exceeding 2,000 baht per person for the duration of the project.
The target group can use the right in the project through the application "Wallet" to buy food, drinks, goods and services specified from participating shops or buy food or drinks from participating shops through food delivery service providers (Food Delivery Platform) that have been approved to participate in the project. The merchant accepts payment through the application "Money Bag". The Ministry of Finance by the Comptroller General's Department will transfer the money paid by the government sector to participating shops within the next specified period.The eligible public must spend the first time by 11 November 2025, no later than 23.00 hrs. This will not allow permissions to be revoked.

The Cabinet has also agreed on the principle of personal income tax exemption for the rights under the project that people receive and for participating shops.
